\t\tCPTPP là hi\u1ec7p \u0111\u1ecbnh th\u01b0\u01a1ng m\u1ea1i t\u1ef1 do th\u1ebf h\u1ec7 m\u1edbi, ra \u0111\u1eddi nh\u1eb1m thay th\u1ebf TPP sau khi M\u1ef9 rút lui. Dù thi\u1ebfu v\u1eafng n\u1ec1n kinh t\u1ebf l\u1edbn nh\u1ea5t th\u1ebf gi\u1edbi nh\u01b0ng CPTPP v\u1eabn gi\u1eef nh\u1eefng tiêu chu\u1ea9n cao và ti\u1ebfn b\u1ed9 nh\u1ea5t. Hi\u1ec7p \u0111\u1ecbnh này s\u1ebd có hi\u1ec7u l\u1ef1c 60 ngày sau khi \u0111\u01b0\u1ee3c 6 trong 11 thành viên, bao g\u1ed3m Australia, Brunei, Canada, Chile, Nh\u1eadt B\u1ea3n, Malaysia, Mexico, New Zealand, Peru, Singapore và Vi\u1ec7t Nam, phê chu\u1ea9n.<\/p>\n

\t\t\tCPTPP \u0111\u01b0\u1ee3c ký k\u1ebft trong b\u1ed1i c\u1ea3nh T\u1ed5ng th\u1ed1ng M\u1ef9 Donald Trump \u0111e d\u1ecda t\u0103ng thu\u1ebf nh\u1eadp kh\u1ea9u vào thép và nhôm, \u0111\u1ed9ng thái khi\u1ebfn nhi\u1ec1u qu\u1ed1c gia, t\u1ed5 ch\u1ee9c, quan ng\u1ea1i v\u1ec1 m\u1ed9t cu\u1ed9c chi\u1ebfn tranh th\u01b0\u01a1ng m\u1ea1i toàn c\u1ea7u.<\/span><\/span>

\t\t\tCPTPP ra \u0111\u1eddi s\u1ebd giúp gi\u1ea3m thu\u1ebf quan gi\u1eefa 11 qu\u1ed1c gia thành viên, v\u1ed1n chi\u1ebfm 13% n\u1ec1n kinh t\u1ebf toàn c\u1ea7u v\u1edbi GDP \u0111\u1ea1t 10.000 t\u1ef7 USD. N\u1ebfu có M\u1ef9, con s\u1ed1 này s\u1ebd là 40%.<\/p>\n

\t\t\tCPTPP không có M\u1ef9<\/strong><\/p>\n

\t\t\tDù không có M\u1ef9 nh\u01b0ng CPTPP v\u1eabn r\u1ea5t có ý ngh\u0129a v\u1edbi m\u1ed9t th\u1ecb tr\u01b0\u1eddng g\u1ea7n 500 tri\u1ec7u dân. \u1ede th\u1eddi \u0111i\u1ec3m hi\u1ec7n t\u1ea1i, \u0111ây là hi\u1ec7p \u0111\u1ecbnh th\u01b0\u01a1ng m\u1ea1i l\u1edbn nh\u1ea5t th\u1ebf gi\u1edbi.<\/p>\n

\t\t\tTuy nhiên, s\u1ef1 ra \u0111i c\u1ee7a Washington không ph\u1ea3i d\u1ea5u ch\u1ea5m h\u1ebft cho CPTPP. 11 qu\u1ed1c gia còn l\u1ea1i, trong \u0111ó có Vi\u1ec7t Nam, v\u1eabn n\u1ed7 l\u1ef1c làm vi\u1ec7c cùng nhau \u0111\u1ec3 có \u0111\u01b0\u1ee3c m\u1ed9t hi\u1ec7p \u0111\u1ecbnh th\u01b0\u01a1ng m\u1ea1i ti\u1ebfn b\u1ed9 v\u1edbi nh\u1eefng tiêu chu\u1ea9n cao nh\u1eb1m \u0111\u1ecbnh hình t\u01b0\u01a1ng lai th\u01b0\u01a1ng m\u1ea1i toàn c\u1ea7u. CPTPP s\u1ebd có hi\u1ec7u l\u1ef1c khi \u0111\u01b0\u1ee3c quá bán các qu\u1ed1c gia thành viên phê chu\u1ea9n, quá trình có th\u1ec3 kéo dài t\u1edbi cu\u1ed1i n\u0103m.<\/p>\n

\t\t\tCPTPP lo\u1ea1i b\u1ecf m\u1ed9t s\u1ed1 yêu c\u1ea7u<\/strong>, v\u1ed1n \u0111\u01b0\u1ee3c phía M\u1ef9 \u0111\u01b0a ra khi \u0111àm phán TPP, bao g\u1ed3m các quy t\u1eafc t\u0103ng c\u01b0\u1eddng b\u1ea3o v\u1ec7 s\u1edf h\u1eefu trí tu\u1ec7 v\u1edbi d\u01b0\u1ee3c ph\u1ea9m. Nhi\u1ec1u qu\u1ed1c gia và các nhà ho\u1ea1t \u0111\u1ed9ng tin r\u1eb1ng quy \u0111\u1ecbnh này s\u1ebd làm t\u0103ng giá thu\u1ed1c. B\u1ea3n d\u1ef1 th\u1ea3o cu\u1ed1i cùng c\u1ee7a CPTPP \u0111\u01b0\u1ee3c công b\u1ed1 hôm 21\/2 t\u1ea1i New Zealand.<\/p>\n

\t\t\tH\u1ed3i tháng Giêng, phát bi\u1ec3u t\u1ea1i Di\u1ec5n \u0111àn Kinh t\u1ebf Th\u1ebf gi\u1edbi t\u1ea1i Davos, Th\u1ee5y S\u0129, T\u1ed5ng th\u1ed1ng Donald Trump \u0111\u1ec3 ng\u1ecf kh\u1ea3 n\u0103ng quay l\u1ea1i n\u1ebfu TPP t\u1ed1t h\u01a1n cho n\u01b0\u1edbc M\u1ef9. Tuy nhiên, B\u1ed9 tr\u01b0\u1edfng Th\u01b0\u01a1ng m\u1ea1i New Zealand nh\u1ea5n m\u1ea1nh \u0111i\u1ec1u này không kh\u1ea3 thi trong t\u01b0\u01a1ng lai g\u1ea7n trong khi Nh\u1eadt B\u1ea3n cho bi\u1ebft r\u1ea5t khó \u0111\u1ec3 thay \u0111\u1ed5i th\u1ecfa thu\u1eadn.<\/p>\n

\t\t\tN\u1ed7 l\u1ef1c không m\u1ec7t m\u1ecfi \u0111\u01b0\u1ee3c \u0111\u1ec1n \u0111áp<\/strong><\/span><\/span>

\t\t\tS\u1ef1 ra \u0111i c\u1ee7a M\u1ef9, qu\u1ed1c gia t\u1eebng \u0111óng vai trò tiên phong v\u1edbi th\u01b0\u01a1ng m\u1ea1i toàn c\u1ea7u, \u0111ã khi\u1ebfn nhi\u1ec1u ng\u01b0\u1eddi ngh\u0129 t\u1edbi d\u1ea5u ch\u1ea5m h\u1ebft v\u1edbi TPP. Tuy nhiên, n\u1ed7 l\u1ef1c không bi\u1ebft m\u1ec7t m\u1ecfi c\u1ee7a các n\u01b0\u1edbc thành viên, trong \u0111ó d\u1eabn \u0111\u1ea7u là Nh\u1eadt B\u1ea3n, \u0111ã giúp h\u1ed3i sinh hi\u1ec7p \u0111\u1ecbnh tiêu chu\u1ea9n cao nh\u1eb1m t\u1ea1o ra các chu\u1ea9n m\u1ef1c m\u1edbi cho th\u01b0\u01a1ng m\u1ea1i toàn c\u1ea7u.<\/p>\n

\t\t\tQuá trình \u0111àm phán CPTPP (khi \u0111ó th\u01b0\u1eddng \u0111\u01b0\u1ee3c bi\u1ebft v\u1edbi cái tên TPP-11) di\u1ec5n ra liên t\u1ee5c t\u1ea1i các qu\u1ed1c gia, trong \u0111ó có Vi\u1ec7t Nam. Bên l\u1ec1 APEC 2017 t\u1ea1i \u0110à N\u1eb5ng, Vi\u1ec7t Nam, các \u0111oàn \u0111àm phán g\u1ea5p rút làm vi\u1ec7c nh\u1eb1m thông qua TPP-11. Tuy nhiên, s\u1ef1 v\u1eafng m\u1eb7t phút chót c\u1ee7a Th\u1ee7 t\u01b0\u1edbng Canada Justin Truedeau trong cu\u1ed9c h\u1ecdp gi\u1eefa lãnh \u0111\u1ea1o 11 n\u01b0\u1edbc thành viên TPP-11 khi\u1ebfn hi\u1ec7p \u0111\u1ecbnh này m\u1ed9t l\u1ea7n n\u1eefa lâm nguy.<\/span><\/span><\/div>\n

\t\t\tTrong vai trò qu\u1ed1c gia ch\u1ee7 nhà APEC 2017<\/strong>, Vi\u1ec7t Nam \u0111ã r\u1ea5t n\u1ed7 l\u1ef1c làm vi\u1ec7c cùng Nh\u1eadt B\u1ea3n \u0111\u1ec3 \u0111\u01b0a m\u1ecdi th\u1ee9 tr\u1edf l\u1ea1i qu\u1ef9 \u0111\u1ea1o. Dù còn r\u1ea5t nhi\u1ec1u khác bi\u1ec7t t\u01b0\u1edfng nh\u01b0 không th\u1ec3 gi\u1ea3i quy\u1ebft, các qu\u1ed1c gia v\u1eabn ti\u1ebfp t\u1ee5c ng\u1ed3i l\u1ea1i bàn \u0111àm phán. Chính t\u1ea1i Vi\u1ec7t Nam, TPP-11 thêm m\u1ed9t l\u1ea7n \u0111\u01b0\u1ee3c h\u1ed3i sinh và chính th\u1ee9c \u0111\u01b0\u1ee3c công b\u1ed1 v\u1edbi tên m\u1edbi CPTPP.<\/p>\n

\t\t\tTheo \u0111ó, CPTPP v\u1eabn gi\u1eef nguyên các n\u1ed9i dung c\u1ee7a TPP c\u0169 nh\u01b0ng cho m\u1ed9t s\u1ed1 các n\u01b0\u1edbc thành viên t\u1ea1m hoãn các ngh\u0129a v\u1ee5. CPTPP là toàn di\u1ec7n, cân b\u1eb1ng l\u1ee3i ích các thành viên, có tính t\u1edbi l\u1ee3i ích c\u1ee7a các n\u01b0\u1edbc.<\/p>\n
