Việt Nam’s exchange rate, exports and investment capital flows will benefit when the US Federal Reserve (Fed) and central banks of major countries lower interest rates, experts said.

After the latest meeting, it is forecast that the Fed will have three interest rate cuts this year, starting mid-year.

According to experts, the Fed’s interest rate cut will support Việt Nam’s monetary policy management as the State Bank of Việt Nam (SBV) may not be under pressure of dollar appreciation after the greenback weakens in the wake of the Fed’s rate cut.

Dr. Cấn Văn Lực, member of the National Financial and Monetary Policy Advisory Council, said the interest rate reduction by the Fed and central banks of major countries will have three very positive impacts on the Vietnamese economy.

Firstly, the pressure on exchange rates will certainly be much reduced. The interest rate difference between the US dollar and the Vietnamese đồng is currently high because the Fed keeps interest rates at a record high, while Việt Nam has lowered interest rates since last year. Therefore, when the US Dollar Index (DXY) has risen recently, the exchange rate in the domestic market is somewhat rising.

The interest rate cut of major central banks will reduce the interest rate difference between the đồng and the dollar, as well the đồng and many other currencies, which will help reduce pressure on the domestic exchange rate.

Second, the Fed’s rate cut will help reduce costs of mobilising dollar-denominated capital for enterprises, the Government and individuals. In the US, debt is very common as individuals and households mainly borrow. Therefore, when interest rates decrease, economic growth and consumption will be improved.

The recovery of consumption in the US and other developed countries is a huge opportunity for Việt Nam’s exports. In the first two months of this year, Việt Nam’s exports grew again, of which exports to the US increased by 33.7 per cent, while the same period last year declined. If the Fed lowers interest rates in the second half of the year, it will be a factor in supporting Việt Nam’s exports to recover even stronger.

Third, the Fed’s interest rate cut will contribute to improving investment capital flows in Việt Nam, Lực said, explaining that when the dollar interest rates are high, investment capital flows will return to the US, instead of other countries, including Việt Nam.

The Vietnamese Prime Minister has recently also directed ministries and branches to make efforts to upgrade Việt Nam’s stock market. The improvement of the stock market, together with the interest rate cut of major central banks, will be two important factors to attract indirect investment capital flows into Việt Nam in the second half of 2024 and next year.

With the move, Lực forecasts that Việt Nam’s economic growth this year can reach 6.0-6.5 per cent and inflation will be completely under control at below 4 per cent.

Báo cáo tình hình kinh tế – xã hội quý I/2024 của Tổng Cục Thống kê cho thấy, trong tháng 3, cả nước có 14,1 nghìn doanh nghiệp thành lập mới, tăng 64,3% so với tháng trước và giảm 0,7% so với cùng kỳ năm trước. Ngoài ra, có hơn 3 nghìn doanh nghiệp quay trở lại hoạt động.

Trong khi đó, tháng 3 ghi nhận 4.139 doanh nghiệp đăng ký tạm ngừng kinh doanh có thời hạn; 4.980 doanh nghiệp ngừng hoạt động chờ làm thủ tục giải thể; 1.412 doanh nghiệp hoàn tất thủ tục giải thể.

Tính chung quý I/2024, cả nước có 59,9 nghìn doanh nghiệp đăng ký thành lập mới và quay trở lại hoạt động, tăng 5,1% so với cùng kỳ năm trước. Bình quân một tháng có gần 20 nghìn doanh nghiệp thành lập mới và quay trở lại hoạt động.

Số doanh nghiệp rút lui khỏi thị trường là 73,9 nghìn doanh nghiệp, tăng 22,8% so với cùng kỳ năm trước. Bình quân mỗi tháng có gần 24,7 nghìn doanh nghiệp rút lui khỏi thị trường.

So sánh giữa số doanh nghiệp đăng ký thành lập mới và quay trở lại hoạt động với số doanh nghiệp rút lui khỏi thị trường, trong quý I/2024, tổng số doanh nghiệp nước ta giảm 14,1 nghìn doanh nghiệp, bình quân một tháng giảm 4,7 nghìn doanh nghiệp.

Về tình hình xuất nhập khầu hàng hóa, trong tháng 3/2024, tổng kim ngạch xuất, nhập khẩu hàng hóa ước đạt 65,09 tỷ USD, tăng 35,6% so với tháng trước và tăng 12% so với cùng kỳ năm trước. Tính chung quý I/2024, tổng kim ngạch xuất, nhập khẩu hàng hóa đạt 178,04 tỷ USD, tăng 15,5% so với cùng kỳ năm trước, trong đó xuất khẩu tăng 17%; nhập khẩu tăng 13,9%.

Cán cân thương mại hàng hóa xuất siêu 8,08 tỷ USD (cùng kỳ năm trước xuất siêu 4,93 tỷ USD). Trong đó, khu vực kinh tế trong nước nhập siêu 4,49 tỷ USD; khu vực có vốn đầu tư nước ngoài (kể cả dầu thô) xuất siêu 12,57 tỷ USD.

Về thị trường xuất, nhập khẩu hàng hóa quý I/2024, Mỹ là thị trường xuất khẩu lớn nhất của Việt Nam với kim ngạch ước đạt 26,2 tỷ USD. Trung Quốc là thị trường nhập khẩu lớn nhất của Việt Nam với kim ngạch ước đạt 29,4 tỷ USD.

Ở lĩnh vực du lịch, khách quốc tế đến Việt Nam tháng 3/2024 đạt gần 1,6 triệu lượt người. Tính chung cả quý I, khách quốc tế ước đạt hơn 4,6 triệu lượt người.

Trong đó, lượng khách vẫn chủ yếu đến từ châu Á với hơn 3,5 triệu lượt khách, khách đến từ châu Âu đạt hơn 661 nghìn lượt, khách đến từ châu Mỹ đạt hơn 302 nghìn lượt…

Ở chiều ngược lại, số lượt người Việt Nam xuất cảnh trong tháng 3/2024 là 537,4 nghìn lượt người, tính chung quý, số lượt người Việt Nam xuất cảnh đạt 1,2 triệu.

Theo Cục Du lịch quốc gia Việt Nam (Bộ Văn hóa, Thể thao và Du lịch), ngành du lịch nước ta đang nỗ lực thực hiện mục tiêu trong năm 2024 đón khoảng 18 triệu lượt khách quốc tế, phục vụ 110 triệu lượt khách du lịch nội địa, tổng thu từ du lịch đạt khoảng 840 nghìn tỷ đồng.

Để đạt được mục tiêu này, ngành du lịch rất cần những chính sách thị thực mang tính đột phá, cởi mở và thuận tiện hơn nữa cho du khách nước ngoài.

Hiện nay, Việt Nam đang miễn thị thực cho công dân 25 nước, trong đó có 13 nước được miễn thị thực đơn phương. Từ giữa tháng 8/2023, Việt Nam quyết định mở rộng cấp thị thực điện tử (e-visa) cho công dân tất cả các nước, vùng lãnh thổ và nâng thời hạn tạm trú từ 30 lên 90 ngày, với số lần xuất nhập cảnh không giới hạn; đồng thời, nâng thời hạn tạm trú của công dân 13 nước được miễn thị thực đơn phương lên 45 ngày.

Chính sách cấp thị thực điện tử đã tạo điều kiện thuận lợi hơn nhiều so với trước đây để thu hút khách du lịch đến Việt Nam.

Ho Chi Minh City’s economy has grown by 6.54% this year, its strongest first-quarter growth since 2020.

It beat the 5.5% growth forecast by experts, according to the Statistics Office of Ho Chi Minh City. The previous highest Q1 rate was 4.58% in 2021. Last year it had only grown at 0.7%.

The services sector contributed the most to the growth with an expansion of 7.34% year-on-year, according to official data.

Two other pillars of the city’s economy, industry and construction, expanded by 5.66% while agriculture, forestry and fisheries achieved growth of 0.85%.

For every new business entering the market, one shut down, representing a 1:1 ratio, worse than the 1:0.9 in the same period last year, it added.

Loans outstanding increased by 8%. Nguyen Khac Hoang, head of the statistics office, said the city should focus more on domestic consumption as exports are sluggish.

Public investment also needs to be promoted, he said. This year the city has only spent VND5.6 trillion ($2.26 million), or 7.1 of the full-year public investment, while the target was nearly VND8 trillion.

Looking at the remainder of the year, a high growth rate will be difficult to achieve since it will be from the high base of last year. This year city targets growth of 7.5-8%.

Orienting, finding solutions and directions to promote and develop Vietnamese digital technology enterprises is an important task, which will promote the stability and sustainability of the country’s economy.

Speaking at the recent conference on global digital co-operation, Deputy Minister of Information and Communications Phan Tâm said that Vietnamese digital technology enterprises were entering a new stage of development, therefore, it was indispensable that they must be confident and proactively bring Make-in-Việt Nam digital products and services to the world, solving problems of digital transformation and developing the digital economy to become global corporations and digital enterprises.

Developing the market, expanding co-operation and investing abroad was a glorious mission, but also posed many challenges, said the deputy minister.

To turn challenges into development opportunities, the Ministry of Information and Communications (MIC) has actively co-ordinated with State management agencies to issue many important documents for Vietnamese digital enterprises to develop the market and expand business co-operation with countries around the world.

Sharing at the conference, deputy director of the Foreign Investment Agency under the Ministry of Planning and Investment Vũ Văn Chung said that the whole country has 1,720 investment projects abroad with total registered capital of US$22.12 billion in 80 countries and territories by the end of last year.

In addition to traditional investment areas, overseas investment of Vietnamese digital technology enterprises is gradually shifting to developed economies such as the US, the EU, Japan, South Korea and Singapore. Investment in the fields of high technology, services, industrial production and industries with modern technical content is increasing significantly.

In particular, overseas investment in the field of information and communications alone had recorded 207 projects with total registered capital of $2.82 billion by the end of 2023, accounting for nearly 13 per cent of total registered capital for investment abroad, Chung said.

Currently, Việt Nam’s information and communications sector has invested abroad in 33 countries. Small-scale projects are still mainly focused on Singapore, Japan, South Korea and the US, while larger telecommunications projects are focusing on African countries.

Sharing more about creating development opportunities for digital technology businesses investing abroad, the Việt Nam Trade Promotion Agency under the Ministry of Industry and Trade said that, along with creating a foundation and legal corridor, as well as infrastructure to promote digital transformation, this unit has also created development opportunities for businesses investing abroad through a series of trade promotion activities to support the presence of digital technology businesses on the international market.
